Your screen and game are running in 4k but doesn't affect the textures, only the texture quality setting does. Not sure the standard res for Arthur's face on ultra but I'd imagine 2k. Texture resolution differences are easier to distinguish on higher resolution screens though so it would actually make more of a difference on a 4k screen, not

Fix for Arthur gun glitch. RDR2. Annoying, that every time Arthur gets off his horse, he holsters rifles on his saddle. I think I found a work around. EDIT: okay, I found one way that’s causing glitch. When you remove a weapon from your horse, while on foot, the glitch happens. For me, I had my varmint rifle and Springfield armed to my Change something on a saved outfit (unequip gloves or hat). This will now be a standard custom outfit. Make sure this one has two talismans attached. Redemption doesn't just come in a hail of bullets and a noble sacrifice.
